The Client
Belmont Forum Shopping Centre, located in Perth, WA, is a major retail hub serving the eastern suburbs. As part of ongoing redevelopment and asset renewal programs, Belmont Forum underwent two significant mechanical services projects in 2017 and 2021. Both projects aimed to upgrade and replace end-of-life plant while minimising disruption to tenants and shoppers.
Perkins Builders delivered the 2017 project, while Focus Building Company managed the 2021 project. Envar worked closely with both builders, alongside mechanical consultants and centre management, to ensure all upgrades were delivered efficiently and to specification. Each stage represented a major investment in extending the asset life of Belmont Forum and ensuring a high-quality shopping experience for the community.

Envar successfully delivered two major HVAC upgrades at Belmont Forum, ensuring the centre remained fully operational throughout.
Project 1 – 2017 | $4M Upgrade (Builder: Perkins Builders)
This major replacement project involved extensive demolition and staged works in a live retail environment. Envar introduced significant new mechanical capacity while maintaining tenant operations.
Scope included:

Six new roof-mounted chilled/heating water AHUs for tenancies

Five new roof-mounted constant volume AHUs for malls

Eleven new PAC units for mini majors and external tenancies

Full mechanical package for Coles (AHUs, FCUs, exhausts, bakery/food prep systems, BMS)

Temporary connections and phased installation to maintain services

New MSSBs, refurbished switchboards, and integration into the Innotech BMS
Project 2 – 2021 | $2M Upgrade (Builder: Focus Building Company)
Driven by roof sheeting replacement, this project required careful sequencing with roofing contractors. Envar reconfigured systems and replaced key plant to extend lifecycle performance.
Scope included:

Temporary removal and reinstatement of rooftop plant, ductwork, and pipework

Reconfiguration of chilled/heating water distribution to minimise reinstatement

Four new AHUs for Kmart with improved economy cycle and smoke relief

Two new roof-mounted condensers for Big-W, retaining serviceable compressors
Through after-hours works, proactive staging, and supplier engagement, Envar minimised disruption and met critical lead times, with both projects delivered on time and within budget.
